			<content:encoded><![CDATA[<p>Independent Think Tank EXPERT-GRUP and its partners, RT Design Studio, launched BudgetStories.md application. This website is a result of “Building a Citizen’s Budget Understanding” project, which aims to build on the experience of Moldova as the first country in the world to release detailed and disaggregated data on public expenditures by analyzing the budget data and display the results in a simple and intelligible format.<br />
The first budget story launched today is an analysis of the Parliament expenditures. The website also uses OpenSpending’s visualization tool to display the main expenditure categories of the state budget planned for 2013. Future budget stories will analyze the use of public money in sectors such as: public administration, agriculture, education and health. The team is also planning for interactive modules on the website for the near future (such as a real time budget calendar and a tax calculator).</p>
<p>Website users will have access to infographics, budget data visualizations and analyses on the expenditure of public money. The website wishes to communicate about the public expenditures and their efficiency by meaningful visualizations and budget stories that can trigger further discussions. </p>
<p>The project also plans to expand the network of stakeholders who could use the open data and disseminate information about how the Government of Moldova spends the public money.</p>
<p>The team’s expectations are that this project will create a better understanding by citizens, especially the active members of the society on the operation of the public finance system and the way it influences their everyday lives. To increase this understanding will ultimately contribute to an involvement of society in the budget process and will promote more efficient spending of the public money. </p>

			<content:encoded><![CDATA[<p><strong>SEPTEMBER 14, 2012, CHISINAU.</strong> The Moldovan Government with the support of the SOE “Center of Special Telecommunications” and the Center for Electronic Governance, in partnership with the mobile network operators, Moldcell and Orange, has launched the &#8220;Mobile Signature&#8221; service.</p>
<p>„<strong>Mobile Signature</strong>” is an innovative service which allows the authentication in cyberspace for proof of identity by using the mobile phone.</p>
<p>With the „ <strong>Mobile Signature</strong>” citizens will be able to sign acts, reports, statements by institutions or online requests from distance. Similarly, the citizens will be able to access both public and private electronic services.</p>
<p><em>“The Government has taken another step to be closer to citizens and to simplify their lives. The mobile signature is designed to bring people comfort, efficiency and safety &#8220;</em>, said the <strong>Prime Minister Vlad Filat</strong>.</p>
<p><em>„ Each of us, at least once per month signs documents and requests </em><em>copies of documents. The authorities must connect the new requirements and be prepared to deal with the electronic documents requests. The law makes it clear that institutions are bound to accept digitally signed </em><em>documents. The</em><em><br />
electronic document has the same legal effect as the paper document, authenticated by handwritten signature. In the digital century, the interaction between authorities and citizens can successfully take place in cyberspace. In this way, we get rid of corruption, save time and become efficient &#8220;</em>, mentioned the <strong>Premier</strong>.</p>
<p><strong>The Executive Director of the Center for Electronic Governance, Stela Mocan</strong>, stated that the &#8220;<strong>Mobile Signature</strong>&#8221; will be used anywhere and at anytime, on the mobile phone. This service is not an obligatory one, but an alternative means of proof of citizens’ identity, just as the electronic public services are an alternative to the traditional public services, at the counter. Everyone will need, for example, an act of civil status, a copy of an official act or allowances will be able to online request them by using the &#8220;<strong>Mobile Signature</strong>&#8220;.</p>
<p>By the end of 2012, the &#8220;<strong>Mobile Signature</strong>&#8221; will be offered free of charge by the mobile network operators. In the future, the service price will be one affordable to citizens.</p>
<p>For obtaining the &#8220;<strong>Mobile Signature</strong>&#8221; people will go to representatives of the mobile operators. The procurement procedure is quick and easy. The subscribers will complete an application and immediately receive a special SIM card which includes the Mobile Signature and a unique PIN code. Also, when registering, every citizen will be able to choose a tariff plan and a subscription type.</p>
<p><em>“A year ago Moldcell initiated national-level discussions about the implementation of the Mobile signature in Moldova, because we already have 4 successful implementations in our international group TeliaSonera. What seemed a dream became reality and I’m proud that Moldcell contributed to this big change in Moldova.</em></p>
<p><em>Unlike other countries where the Mobile signature was dictated by the banking environment, in Moldova the service’s release was realized thanks to the partnership between the Government and the private sector. We highly appreciate this cooperation that proves the existence of open and transparent governance.</em></p>
<p><em>Moldcell encourages the international implementation of this initiative and it’s an active member of the GSMA’s Mobile Identity Stream direction.</em><br />
<em>We are glad to share our experience with other countries, transforming Moldova into a good example of an innovation leader”,</em> declared <strong>Barkin Secen, Moldcell’s Executive Director</strong>.</p>
<p><em>“Now the mobile phone becomes an authentic signature device that has full legal power, which allows over 2 million Orange clients, regardless of their phone’s type and model, to have access to electronic services. The service will be enabled in all Orange shops at the request of the customers.</em></p>
<p><em>While launching the mobile signature we enjoyed the total involvement and support of the Orange Group experts on SIM applications. Together we finished the foundation of a grand building.</em></p>
<p><em>The mobile signature makes possible to develop new electronic services, both public and commercial. And we are convinced that the launch of the mobile signature will change the daily life of every citizen of the Republic of Moldova”</em>, said <strong>Liudmila Climoc, Orange Moldova’s Executive Director</strong>.</p>
<p>According to Law No. 264 of 15 July 2004 “on electronic document and digital signature”, the documents in electronic format are equivalent to paper documents signed by hand.</p>
<p>In order to obtain the digital signature right via mobile phone, certificates issued by the Center of Special<em>Telecommunications will be used, and the right for registration of users will be given to mobile operators.<br />
</em></p>
<p><em>“The public key certificate used in Mobile Signature service is issued by “The center of special telecommunications”. Each owner of the mobile signature can be sure that it will provide a high security level of operations, data integrity, procession speed, confidentiality and acceptance.</em><br />
<em>The mobile signature is nothing more than the digital signature traditionally issued by “The center of special telecommunications” and has the same legal effect as the printed document with handwritten signature. We are happy to find that this opportunity offered to the citizens will increase the use of the digital signature, which will be very soon a common thing for most of us and not hard to understand”</em>, declared <strong>Serghei Popovici, the Executive Director of “The center of special telecommunications”.</strong></p>
<p>In February, 2012, the mobile operators from Moldova have signed the Agreement on the implementation of the mobile electronic identity service application &#8211; Mobile e-ID. For the beginning, the service will be launched with the Moldcell and Orange operators.</p>
<p>The launch of the &#8220;<strong>Mobile Signature</strong>&#8221; service is one of the Government&#8217;s priorities for 2012. Recently, the Center for Electronic Governance has launched a new public electronic service “<strong>e-Cazier</strong>”, and by the end of this year plans to launch other services, such as online-license, electronic reporting to the National Health Insurance Company and online application for documents in the construction field.</p>

			<content:encoded><![CDATA[<p><strong>September 5th, 2012. Starting today, the citizens from the Republic of Moldova can apply online for a judicial record. The e-Government Center together with the Ministry of Internal Affairs of Moldova launches e-Record, the first electronic public service. By launching this service, the authorities are simplifying the procedure for obtaining the criminal record. </strong></p>
<p>Through the e-Record service, Moldovan citizens will be able to apply on-line for a criminal record. To do this, all they need is a computer connected to the Internet. The applicants will be able to register their application wherever and whenever they want, 24 hours a day. The applicant’s physical presence at the counter will only be required in order to receive the certificate. In the future, the applicants will be able to receive their record directly at home.</p>
<p>The criminal record is a document which shows if an individual or a legal entity has been convicted under the criminal law or has been subject to any criminal prosecution measure.</p>
<p><em>„The eRecord service aims to facilitate the procedure for obtaining a criminal record. Thus, from now on Moldovan citizens will not have to stand in line for hours or travel to public agencies’ offices. They will be able to use the first accessible, fast and comfortable government service. On the other hand, the launch of this electronic public service will increase the governance transparency, will reduce corruption and the bureaucracy of the system”</em>, said Stela Mocan, director of the e-Government Center in Moldova.</p>
<p><em>&#8220;We are registering between 500 and 1,500 applications for the issue of criminal record daily. From now on, the citizens will be able to use any of the 800 available e-service payment terminals for the e-Record service both in Chisinau and nationwide,&#8221;</em> said the Minister of Internal Affairs, Dorin Recean.</p>
<p><em>&#8220;The use of E-Record service implies some easy steps, by accessing the portal www.servicii.gov.md, the e-Record section, where they will enter their IDNP. If the applicant does not have an IDNP, he/she will be able to fill in the application using personal data from any ID document. They will then confirm the data and print the receipt confirming the registration of the application. This receipt will be used to pay the applicable fee at a bank or at the payment terminals, within seven days. The criminal record will be issued on the day specified in the receipt, at the premises of the Department of Information and Operational Records of MIA or at the police station,“ </em>added the Minister of Internal Affairs, Mr. Dorin Recean.</p>
<p>Those who need a criminal record and do not have internet access can go to the bank to request the application for the e-record. This option will also be accessible through the payment terminals.</p>
<p>The portal <a href="http://www.servicii.gov.md/" target="_blank">www.servicii.gov.md</a> is the electronic platform through which electronic public services are provided, efficiently and in full safety. 211 services are accessible on the platform out of the total of 500 services provided by authorities to the public. 9 of these services are provided in the electronic format.</p>
<p>For 2012, the Government plans to launch other three electronic public services: online-license, electronic reporting to the National Health Insurance Company and online application for construction documents.</p>
<p>The electronic public service is one of the main objectives of the &#8220;Strategic Program for Technological Modernization of the Government&#8221;, which will ensure the transparency in governmental institutions and facilitate access to public information for citizens.</p>

Interoperability represents the ability of systems and organisations to work together, change and reuse data, and the interoperability platform is the the technical solution which facilitates the data exchange among public administration authorities.</p>
<p>The informational systems will be connected easily, rapidly and safely by using custom terms, regulations and technical standards. The interoperability platform will act as a data exchange circuit.</p>
<p>The data exchange among public authorities will be free of charge.</p>
<p>The production launch for the interoperability platform is scheduled for September 2014.</p>

			<content:encoded><![CDATA[<p>AUGUST 15, 2012 CHISINAU. National Centre for Personal Data Protection launches the Register of Personal Data Operators. The action shall bring into force the provisions of the Law on personal data protection . According to law, personal data operators are required to notify the national authority for personal data protection before starting processing the personal data. At the same time, this action aims to accomplish the item 37 of the National Program for implementing the EU &#8211; Moldova Action Plan on visa liberalization .</p>
<p>The Register is an informational system that makes it possible to register online and keep record of all personal data operators. It also allows registration of databases, informational and IT systems which store and process the personal data. The beneficiaries of the new product are both the personal data operators that are obliged to register in compliance with the Law on personal data protection and any person who will be able to find out what entities and for what purposes are processing their personal data.</p>
<p>This IT solution provides a public web interface whereby the public access is granted as well as the possibility to see the public information regarding the personal data operators and the registered IT or informational systems. It also provides the possibility to access monitoring, ensuring maximum security and confidentiality of limited access data and of users.</p>
<p>Benefits sought as result of Register implementation:<br />
- increased efficiency and transparency of the National Centre for Personal Data Protection;<br />
- reduced inconveniences related to the process of receiving applications for registration, modification or deletion of data form the Register;<br />
- ensured the possibility for electronic data exchange;<br />
- popularized information services and services for processing the application on-line;<br />
- reduced the costs of processing the applications of personal data operators;<br />
- reduced the costs of processing information on traditional material support (paper) by switching to exclusively digital processing of information.</p>
<p>The Register will be managed by the National Centre for Personal Data Protection in compliance with the Governmental Decision no. 296 of 15 May 2012 on approving the Regulation of the Register of personal data operators .<br />
Informational system for developing the service of the Register of personal data operators has been purchased by E-Governance Centre, and the costs were covered by State’s Budgetary Fund. The system was implemented by SC &#8220;TEAMNET&#8221; SA in collaboration with SC &#8220;TEAMNET&#8221; SRL.</p>

			<content:encoded><![CDATA[<p>„<em>A citizen centric government should present information and services to its citizens in a way that does not imply citizens should be familiar with the bureaucratic structures of government. To this end, Government must maintain the image of professionalism and guarantee accuracy of information provided online.</em>” This is one of the key pillars considered in analysing public authorities websites, as presented in the report prepared by eGovernment Center, as a basis for preparing the restructuring of web pages, as provided in the Government Decision No. 188.</p>
<p>The web pages restructuring initiative is aimed at increasing efficiency, security and shifting the focus towards citizens for administrative websites. To this end a series of design patterns will be developed, together with a guide for creation and maintenance of web pages. The report which catalogues the public administration websites serves as a base for the new websites.</p>
<p>The report catalogues and analyses the governmental websites from Moldova taking in consideration criteria such as technology, design, content or process. Two approaches were used in order to generate this analysis:</p>
<p>evaluating websites based on a list of evaluation criteria (checklist).</p>
<p>general description of certain websites of public authorities. 37 evaluation criteria were grouped in 7 categories, as follows: first impressions, content and coverage, branding, currency and maintenance, design and multimedia, accessibility and navigation, interactive services.</p>
<p>Among the conclusions included in the analysis we mention that there are significant differences both in terms of content and at the level of graphical presentation, for ministries and subordinate authorities&#8217; websites. In terms of interactive services, the report shows that most of the time these websites present little information about the services they provide, while many websites lack  a feedback form. All these remarks along with the others included in the State of the web report will be considered for restructuring public authorities websites.</p>
<p>In order to create this analysis, the team organized a series of meeting with more than 70 representatives from Ministries and Central Public Authorities, meetings which have taken place in May &#8211; June 2012. Now the eGovernment Center&#8217;s team and the Special Telecommunications Center are developing the common design pattern and preparing the common administration platform for webpages. Moreover, they are preparing improved versions for central public administration pilot websites. Among these we count: The Police, the Center for Human Rights, The Agency for Material Reserves as well as a series of ministries such as The Ministry of Health, the Ministry of Youth and Sports, the Ministry for Agriculture and Food Industry.</p>
<p>The project for reorganizing public authorities websites was developed as part of the Program for technological modernization of the government (eTransformation), approved by Government Decision No. 710 of September 20 2011 and the 2012 Action plan for eTransformation, approved by Government Decision No. 44 of January 26 2012.</p>

On Tuesday, the representatives of municipalities of the Republic of Moldova participated at the E-Governance Initiation Workshop, organized by the E-Governance Centre (EGC) in partnership with the United States Agency for International Development (USAID), within the Local Governance Support Project in Moldova (LGSP). Those 26 participants at the event learned about the achievements of central public authorities in the process of technological modernization of governance.</strong></p>
<p>EGC representatives spoke about e-governance directions, presenting the institutional priorities and future plans.</p>
<p>Executive Director of the E-Governance Centre, Stela Mocan, mentioned the importance of information technologies in communicating with citizens and in daily work of local authorities.</p>
<p>&#8220;<em>We want to see what initiatives were accomplished at central level, which you can take over and apply in your localities. There are platforms, services, portals. You do not need to make additional investments, you do not need a powerful computer or highly qualified IT specialists. Nowadays technologies advanced so much that being far away it is possible to cover certain gaps at locally&#8221;</em>, Stela Mocan said.</p>
<p>At the E-Governance Initiation Workshop the success story of Varzaresti village from Nisporeni district was presented. Ion Crudu, Mayor of that locality, told how they managed to &#8220;bring&#8221; online the Village Hall. Being supported by private developers, the representatives of public institutions created applications and electronic maps supposed to help them effectively monitor the local problems.</p>
<p>&#8220;<em>The idea arose from the difficulties that I faced with&#8221;, the mayor explained. &#8220;As representative of the young generation, using new communication technologies and means, I said that Varzaresti Village Hall has to be present online and to put in practice innovative ideas.</em>&#8221;</p>
<p>But before creating the official website of the village hall, the Mayor Ion Crudu used to keep in touch with villagers through social networking, whereby the inhabitants who were abroad could ask questions. <em>&#8220;Thus &#8211; Ion Crudu says &#8211; people were happy that they didn&#8217;t have to travel from Italy to Moldova to get answers. Now, many problems can be solved by filing an application online. This is what explains the importance of the Internet and communication means in human life. Citizens no longer need to stay in lines at the corridors of the Village Hall in order to solve their problems&#8221;</em>, the Varzaresti Mayor stated.</p>
<p>Vadim Lelic, Mayor of Telenesti, considers that new information technologies will ease the communication and relationship between local authorities and citizens .&#8221;The local public administration team in Telenesti is young. So, we are the most active locality in the <a href="http://www.actelocale.md/" target="_blank">Local Acts Registry Platform</a>.”</p>
<p>According to Tudor Placinta, IT specialist in Sangerei Village Hall, the new technologies make everyone&#8217;s work easier and improve the access to information. <em>&#8220;We are now in process of posting online the local decisions on the site of Local Acts Registry. With these decisions on the site, as well as with other applications, the population will not have to come to Village Hall to report about problems, but it will be enough to write directly on the website or on Facebook.&#8221;</em></p>
<p><em>&#8220;Being in my first term of office, I set the goal to eliminate bureaucracy and corruption that practically exists in every municipality. Participation in the workshop will help me to settle many things&#8221;</em>, says Valentina Casian, Mayor of Straseni.</p>
<p>Participants at this event were interested in how to post online the data they have in municipalities, how to use various innovative applications and how to take over the e-governance practices applied by the central public authorities.</p>

<p>Starting with August, 2, 2012, the citizens of the Republic of Moldova will be able to share public information and data, create derived information, and reuse the information available for the public on the date.gov.md portal within the limits of the national legislature.<br />
The http://data.gov.md/ portal is one stop shop to structured public information and data which is provided free of charge and in compliance with the legislation in force. All these details are stated in the terms of use of the information placed on the portal (http://data.gov.md/conditii-de-utilizare).</p>
<p>As a citizen you can copy, post and resend information and data, as well as broadcast and release, adapt, increase, process and exploit information for commercial purposes. An example can serve combining public data with other information or using it in your own product or application. However, do not forget to mention the source of the document (hyperlink, URL) and make sure not to distort the original meaning or message of the document.</p>
