According to the Methodological Norms for the implementation of the Law on public information re-use:
p. 7. The central administrative authorities are obliged to make public, including on the official websites, as well as on the open government data portal and update, whenever necessary, a list of public documents (...)
p. 11. If the document is not found in the list of documents for re-use, the request for its re-use shall be made upon a written application, in accordance with the Law no. 982-XIV as of May 11, 2000 on access to information and Law no. 190-XIII dated July 19, 1994 on petitions, or electronically, in accordance with the Law no. 264 of 15 July 2004 on electronic document and digital signature. The central administrative authorities are obliged to post the application form sample (see below) on the official website and respectively, on the government open data portal as well as to ensure its electronic registration.
p. 12. The requested documents will be put, in whole or in part, at the natural or legal person disposal depending on the submitted application. The documents referred to in art. 3 paragraph (2) of Law no. Law no. 305 as of December 26, 2012 on the re-use of public sector information, which partially contain public information for re-use, are to be subject to depersonalization or filtration in order to comply with the relevant legislation on access to information, protection of personal data, trade secrets, state secrets, and other information protected by law.
p. 13. If the requested data are found in the list of documents for re-use, provided for access at a later period, data will be open and published on the portal, on a priority basis, within 30 calendar days, and those that do not require an additional examination - without delay or within 15 calendar days from the application registration date. This fact shall be reflected in the Catalogue in section providing for the opening period of these data.
p. 14. If the requested data are of public nature, but are not found in list of documents for reuse of the central administrative authority, these shall be entered into the authority list, to be opened and published on the portal, on a priority basis within 30 working days.
